How to bid for public tenders step by step: an EKAP guide

Public tenders are a stable and large market for well-prepared firms. Yet for a business entering for the first time, the process can look complex. In this article we cover a step-by-step roadmap for firms that want to start bidding for public tenders and the role of EKAP.

What is EKAP?

EKAP (the Electronic Public Procurement Platform) is the official platform on which public tenders in Türkiye are announced and largely conducted electronically. From tender monitoring to bid submission, the process runs through it. The first step to bidding is being registered and authorised on EKAP.

1. Registration and authorisation

Your firm is registered on EKAP and the people authorised to submit bids are defined. An electronic signature is a basic requirement for e-bid processes. Without completing this infrastructure, participation in electronic tenders is not possible.

2. Scan for suitable tenders

Tenders matching your field of activity are regularly scanned via EKAP and other sources. Noticing the right tender on time gives you enough time to prepare. An opportunity noticed too late is lost due to inadequate preparation.

3. Examine the tender document

The document of the tender you are interested in (administrative and technical specifications, draft contract) is studied carefully. Seeing at the outset whether you meet the qualification criteria prevents wasted effort.

4. Prepare qualification documents

Qualification documents such as the work-experience certificate, balance sheet, business volume, and tax/social-security no-debt letters are prepared in full. Gaps in these documents are the most common reason for elimination.

5. Submit the bid and follow the process

The bid is submitted together with the bid bond and within the deadline. In the post-tender process, the contract, performance bond and delivery stages are carried out meticulously.
